The devs like adding stories to npcs like these. The 2 goblins in Idyllshire are actively recruiting, prior to this patch it was a roegadyn (who's now in one of the new buildings?) now it's a new person.

Then there's the Ishgardian couple that's now spotted in Idyllshire and others.

Nah, there has been another unmarked NPC story playing out involving a young elezen noblewoman and a young elezen commoner from Ishgard.

Oh yeah, I remember them. I felt bad for her since a lot of that stuff does happen in that type of Scenario.
