Steps:

Doing the Level 55 LTW Quest "Perfect Pitch."
I was told to make HQ Dhalmelskin Leggings of Scouting by Eide.
After making it myself and giving it to Eide, I was given key item "Complimentary Boots" and told to give it to Aubrenard.
After talking to Aubrenard, I give the key item to him, and he commented as if the quest is going to continue, then the screen fades to black with a loading symbol as if a cutscene's going to start.
But the quest doesn't continue, and I'm stuck at this step. Talking to Aubrenard again restarts the same dialogue and option to gives him the key item.
I tried to give it from various positions, at various times, after logging out and in again, but it never continues.

Have you contacted an in game GM about this?
If so, and s/he cannot help you, have you tried abandoning the quest and restarting it? While not ideal, as you would have to make the item again, it will probably get to past the broken spot faster than waiting
