PvP, like every other piece of Duty Finder content is separated by data centres.
So, no, you cannot play with the people on the JP servers from a NA data centre and vice versa.
is ther a way to transfer to a JP server? i just wana play pvp im so tired of this crap

Technically, it's possible if you're on a server with plenty of JP players, but personally, I know what it feels like to queue in a single language (English, of course), only to end up in a party that ends up needing some level of communication but where I'm literally the only person present who can speak English even though the others had to have queued in it too. It creates a needless language barrier for the purpose of gaming the system, so IMO you wouldn't be doing those JP players or yourself any favors as they'd expect you to be able to understand and communicate in Japanese if need be.

Yes, there's the World Transfer Service that costs real money to switch servers. It's in the MogStation.
Though be mindful that the experience on a different region's data centres will have adverse affects on your gameplay, such as ping differences, different languages, different times of activity in the day etc. Japanese servers are really active during Japan night time on populated data centres and pretty average any other time. Especially for what I queue for, Frontlines.
JP datacenter tends to also be a hub for other players in the Australia-Oceania-Southeast Asia region, so you will still have English-speaking communities available (although their active play times may differ a lot from yours).
Tonberry is one JP server that I've seen referred to as an unofficial AUS/OCE hub.
To help add some context to this, 6 PM JP time is 2 AM US PST (5 AM US EST). Likewise, 6 PM in California is ~mid-morning (10 AM) for JP.
It's something to consider before paying for a transfer (and the associated headaches with everything you lose in the process) if your available play time won't match up well with active JP times.

seems like alot of headaches to play a content normaly available in any MMO i played, too much bs,wth is wrong with NA community this game is suposedly the #2 most played MMO (saw that online/YouTube top 10 most played MMOS) but still the pvp is dead and unaccesible,this is too painfull for a pvp gamer, i missed feast season1 because i left this game befor too for the same reasons, im giving feast season2 a chance and if its still the same shit , well bye bye FFXIV, no regrets.
