I'm going to have to disagree with you here for a couple reasons.

Firstly, the most exciting moments that even happen in Shatter are the ones that happen when a match duration exceeds the number of Ice, because the stakes are much higher in that short time. People are desperate to score last minute points to take the lead, and they actually fight for a change. When that happens, I'm in no rush to leave the match, because it gets exciting. On the flip side, the matches that I am eager to leave are the ones that end with one team reaching the point cap with just Ice, because that's quite boring. You're right that Shatter matches lag because of a lack of PvP, but that's exactly why I think cutting out the opportunity for that PvP is such a bad idea. Personally, I'd rather have a slightly longer match with an explosive finish than a shorter match that was boring for beginning to end.

Secondly, people who want to win in Shatter don't necessarily want shorter matches, because people who like to win don't always like to gamble. Reducing the point cap puts a lot more emphasis on RNG, rather than skill or tactics, because allowing point caps to be reached only by killing Ice prevents the opportunity for a comeback. Teams that are unlucky for any reason (RNG spawns, lacking a full team, bad positioning, etc) might as well just hang up their shoes and quit at the very start of the match. Reducing the number of ways a team can win is not an improvement for players who actually want to try and win. It's only good for players who want to get out of the match quicker ... which is pretty much just tome farmers who don't actually want to be there in the first place.

Lastly, people who actually like PvP tend to want to play PvP. The time I spend staring at my DF queue timer is already dramatically disproportionate to the time I get to actually play in a match. Reducing the point cap only makes that time even more disproportionate, because the time I spend in queue isn't going to go down just because the matches are shorter. GC restrictions ensures that. Worse yet, the time I'm getting in match to PVP (as in actually get into fights with people) is reduced even further, because they're trying to get rid of the instances in which people are forced to fight to make a stab at a comeback. Again, this is just my personal opinion, but I'm not looking for less PvP playtime. I want more playtime. So, I can't see this change as good in anyway.
