Because pentamelding those extra bits of CP isn't going to be fun. Control is also a guaranteed increased to quality while an extra CP can only possibly help.

I'm sorry, but I have to ask. Is the over-melding percentage rate still as bad as ever?
If it is, I will happily ignore gathering and crafting forever. Its just not for me given the amount of time needed to do just about anything at 1-star and beyond.

Melding pourcentage never changed
So it's rng ruled
I'm sorry but 15 control doesn't affect that much quality progress
While having more CP allow innovation or a 100% chance quality step which is far more beneficial

More or less. Grade IV is 29% on the first overmeld but from there, you are looking at <20% on every attempt. Fortunately, this is only needed for extreme endgame crafting. You can still make bank without ever touching specialist recipes or going crazy with pentamelds.
It's more if the pentamelding is worth putting up with absurdly low RNG. Unless I absolutely need it for the next tier, I probably won't touch either. Ashe's current recommendation is:
Craft: 986
Control: 959
CP: 426
I, personally, am going to hold off on melding that much craft because I have my doubts it'll be necessary. And just to note, the above is fully pentamelded save the MT and includes Specialist.
