On the use we can make of our fish, I think we are totally at the opposite of that. Pipira Piras, Sweetfish, Retribution staff, Mussels, Coerthan Crab, Lake Urchin, Spring urchin - to only name a few recent ones - are some fish that have been truly useful, way more than it would take to make it a mere "honorable" class.
Just like abalathian salt is for miner, or porcinis for botanist, these fish are hunted like there is no tomorrow.
That said, the OP is right about gating everything behind "something", whether it is locations, weather, folkore... Even some of the FATE can potentially prevent us from fishing them sometimes (quite a bitter feeling after you've spent hours waiting for THE requiered weather)
D-synth, starting at cul at around 195-ish is a major issue as well. At this level of d-synth, we do not have ANY useless fish. Nobody wants to destroy a fish that they can sell for a good price / use for crafting. If you could craft some i195 crafting gear, for the sake of your desynth levelling, would you ?
The grade V materia could have been of some use as well, if it wasn't for it to be weather-gated (again), have a low chance of baiting (around 15% from my own experience) and a low chance of turning them into an actual materia (around 3-5%ish). This alone requieres a full day of fishing, because no one who is doing this is gonna use a 80% tier IV / 20% tier V ratio and tempt their luck with mutamix, considering all the trouble it was to get the fish to begin with.
About scrips themselves, I can understand that the fish can be harder to get - they should be. But I was the other day, like 6 hours straight. After 6 (Real-life) hours, I found out in horror that a scrip-fish had bitten and that I couldn't catch it (I wasn't fishing this one specifically and completely forgot my collector's gloves). When I checked with rowena, I found out that it was actually blue-scrips, 120ish blue scrips. Now, I'm fine with not getting that fish in particular, I can gather blue scrips with other classes easily, but to whoever has only fisher 60, this is a big fat NO WAY.
Clearly, there are some changes to be made. There aren't what I would call "major", but there are.
On a brighter side, triple yields as culinarian also benefits us, fishers. And that's a good start.

I personally get a relatively consistent catch of Coerthan crabs, Sweetfish and the urchins regardless of time and weather.
i made 5 mio just with fishing since tuesday. and i was most of the time questing, doing daylies, wiping city, capping red scrips and working on my relic...
but i can understand it. it feels like fisher always is behind miner and botanist. and why have i lvld my desynthesis to 220? xD
I am with you on the desynth front. I have mine at 220 thinking "yay, new big game fishing, time to make them explode into random swimwear again", just to find they dont give anything exciting this time around.......i made 5 mio just with fishing since tuesday. and i was most of the time questing, doing daylies, wiping city, capping red scrips and working on my relic...
but i can understand it. it feels like fisher always is behind miner and botanist. and why have i lvld my desynthesis to 220? xD
Speaking of the new fish I had a few "perception is too low" snags in CWH despite having 500ish perception. I assume the legendary fish need more than that. 520 maybe?
