Confused on Moogle Beast Tribe requirements

I've read the patch notes and the requirements say you must complete the MSQ "Into the Aery" and the side quest "Laying the First Brick."

Now, it appears that I can't pick up "Laying the First Brick" until I'm further along in the MSQ than "Into the Aery". So, my question is, why have "Into the Aery" as a requirement at all?

Edit to add: Also, it looks like there are a bunch of side quests required to unlock "Laying the First Brick" as well. They aren't marked with the new quest icon for quests that unlock features.
