Well to be fair, they are all very repetitive and quickly stop being any fun so I can see that being a reason why they may have made it more approachable to other players. Maybe their numbers show that Beast Tribe Quests aren't very widely engaged on the grand scale of things and they wanted to change that.

(I can't speak for anything other than Sylph and Amalj'aa though).
