Having additional characters does not in any way increase the cost. So having few alts just hanging around is in no way detrimental. If people are on the entry level sub they can't even create more alts than it allows. Having retainer services bought from the mog station adds to the monthly cost based on how many additional retainers you rent. Even then, you have the same amount of retainers available to every alt you have. So here too, the number of alt characters does not matter in any way, the retainer monthly cost is the same.
The only cost related to the amount of alts is thus the difference between the entry level sub, and the regular one. There is no hidden costs that start ticking by the amount of alts you have. You could remove alts you don't play to have cleaner log in character list. Also, I guess it's possible to switch to the entry level sub afterwards even if you have had normal before,in which case you need to first reduce the alt amount to meet it's requirements. Even this though is not automatic, switching the sub type to entry level does not happen automatically based on the amount of alts you have.
As for sharing items between your characters, it is very well possible through FC chest, so if you had alts on the same server and they all are in the same FC (your own, or one with some friends) you would be able to move things from one character to another that way.
