Why doesn't the background resolution change as you change resolutions?

Your FoV however, remains the same in this game.

I wanted to take the time to thank you for pointing out the FOV to me earlier today. Till you said something it never clicked as to what I was seeing was called. Now that I have a name for it the conversation about it can be much clearer. Thank you.
