

I think his point was you could TRY to buy that many, but if someone got there before you... then they would get it not you. When it is cheaper there are more people able to make a dash for the plots.

It's going to be a mad dash regardless, but at least like this more people have a fair shot at a plot instead of being SoL from the start because they couldn't afford the plot to begin with. Or are we forgetting that one of the biggest complaints about housing (besides there not being enough to go around in the first place) was the prices being so high?

Yes, prices were expensive before. They also stayed expensive. If they raised the starting price but kept the minimum price the same, people would still get a shot at the house, but those who work harder at it have a higher chance.
