
Why would they need those gear in the first place if they not gonna raid. Shouldn't normal dungeon gear to be enough.The thing is, not everyone who plays this game is interested in raiding, so locking out gear and forcing people to raid will end up pushing some away from the game in the first place.
End of the day SE are trying to run a successful game and their needs to be content available to all the walks of life that come through this game.



Some players simply like to be the best they can and clear things as fast as possible or some simply love their "glamour is the end game" too much, so you'd have that crowd complaining and, some people just like to collect gear to pass the time, some want to have the gear ready for when content patches and expansions happen so they can leap right into the story and not be locked behind a too low ilevel.
There's many different reasons.
The tome system itself is still at its core rather flawed though.

Because tome gear gives non-raiders something to work towards, something that keeps them busy.
Players that keep playing the game, equals more income for SE, equals content being developed at a steady pace. (this includes the stuff you raid)
If all these non-raiders decided to quit because they have nothing to do, SE wouldn't get as much money anymore, requiring them to adjust their content release schedule (meaning you'll have less stuff to raid)


Because normal dungeon gear isn't enough for tanks to always hold successfully to those in raiding gear. Every time I get a tank that isn't in lore gear, I have to stop using Fire IV because I'm going to pull off of him otherwise.


^ I would love to raid but have absolutely zero time to do so, yet I still want to get the best gear I can. It gives me something to work for; what would be the point of even entering a dungeon once I had gotten all the gear from it? Tomes may not be the best idea but locking stuff behind raiding isn't great either. :/

Some of the best gear is always locked behind raid, unless you only care about ilevel. And if you only care about ilevel, then you clearly don't want the best gear.^ I would love to raid but have absolutely zero time to do so, yet I still want to get the best gear I can. 1.) I said the best gear I can get, not the best gear in the game. If I don't have the time to raid I'm obviously not too worried about gear that drops from raids, no.
2.) If the best gear drops from raids what is the point of this argument again? If you get better gear from raiding why bother taking tome gear away from us filthy, non-raiding casuals?

ya but the catch up gear are better than previous tier of raid, making the older content irrelevant.
