So I noticed alot of people speculate Ramuh to be primal.

Because Yoshi-p said in one of the resent interviews (I forget which website) that Ramuh, along with Shiva, are planned to be Primals.

Not exactly. It sounds like the Twelve need imntermediaries to serve as their voice, and cannot enter the physical plane directly.

I can see Ramuh being considered as a Automaton race's "Master" and ends up being worshipped that way, perhaps resembling the person that once created the race.
