Just to summarize the particular issues at hand:
You are experiencing many different ranges of the 30002 error, including these.
The following typical fixes have not yielded a solid connection:
> Refreshing the router
> Circumventing the router
> Deleting the user folder
> Setting up Universal Plug and Play
> Uninstall/Reinstall
> Various contacts with the Internet Service Provider
The ping tests seem to be yielding generally higher response times but nothing extraordinary. (There seems to be a connection to the server.)
It does not appear to matter where the character is located. Or how many people they are near.

Moving forward we are presently working with the Development Team to try to find a solution to this problem. We can only recommend patience while we investigate the matter.
