Ah, that's the cause of the problem then - you have gotten confused between the Challenge Log and the Hunting Log, the latter which is indeed the requirement for getting the promotion (don't worry, a lot of players get confused between the two). Your Grand Company Hunting Log is found in the 'Logs' menu under 'Hunting Log', and then under the class icons, click on the flag for your GC (in your case, the Ul'dah flag), and then go out and fight the enemies listed.

Some of the enemies you need to kill are only found in a certain dungeon though (Sunken Temple of Qarn if I remember rightly), so you will need to enter that dungeon and kill them to complete the log, but you won't have to finish the dungeon in order to satisfy it.

I know the problem was already solved, but just wanted to quickly clarify, for the rank 1 hunting log, it's likely Halatali, which may also explain why some players may be confused and miss this, with Halatali being the first optional dungeon.
