Does using up 10 leve allowances = to 10 leves done for achievements? Or is it still considered one leve?

It is considered a single leve.

However, if you want to get the "complete x unique leves" achievements, you will need to do most of them.

Just going for Reaper title which is 500 fieldcraft leves. Doing a large-scale should speed it up...

It only counts as one leve, so no it doesn't speed it up, and actually makes it take 10x longer. Do fishing leve turn-ins and buy the fish you need. They are like crafting leves in that you can just stand there and rapid fire turn in fish to complete them, instead of going out and actually gathering to complete the leve.

the MIN and BOT one you will need to do all the LS leves if you want the achieve, as there are only 70 leves in the game including those ones.
The crafting ones you will need to do 5 of the LS leves to get the 80 unique leve achieve
