something missing

My character Cassandra Webbs
I have the skill miner to lvl 60
I thought I would be able to do the the collecting part so I could get the new outfits for the miner, but it say's i have not got the lvl to do so, so what do I need to do to be able to do the collectors part of it ? @_@

yep i did the quest for the skill it's on the bar.
but unable to to it in practice die to it says i need 1 more lvl

my land one is only level 38 though would that effect it?
