Didnt say anything about that in the patch notes.
In 3.4, when they introduce a new tomestone

Probably do it when the next stage of Alexander comes out, just like they did with Eso.

They never remove the cap until they introduce the next tier of tome.
With this character's death, the thread of prophecy remains intact.

I think should just scrap the whole tome stone system, It really make older content irrelevant. I believe high end gear should only come from raid progression.

The thing is, not everyone who plays this game is interested in raiding, so locking out gear and forcing people to raid will end up pushing some away from the game in the first place.
End of the day SE are trying to run a successful game and their needs to be content available to all the walks of life that come through this game.

And put the tome gears into the dungeons with the droprate of Darklight gear during 1.22 (around 2 months farming to complete a single set)?

This has been done to death. I used to raid but I don't have the time anymore. So how do I upgrade my character? Lore. If Lore was removed and non raiders had to make do with dungeon gear I would have unsubbed already and others would have unsubbed months ago because after the more casual crowd clears everything they're wouldn't be anything else to work towards. This does not make money for Square Enix. If Square does not make money actual raiders will suffer too.
Raiders already get first dibbs on the best stuff and will still have the best weapons for their Job even with the next relic upgrade. How much MORE special do you want to feel?
