Sure, but probably not that powerful. Maybe around half that, or something more inline with the other standard ranged attacks from melee jobs (javelin, throw, shield lob, tomahawk). Either TP cost would be 10 or 20 more than those or there would be a cooldown to compensate for the addition of a silence.
