Would just hurt small FCs more than it does people making alt FCs. But okay, sure. People making alt FCs are generally the more hardcore players, while small FCs are the more casual.Sure! 4 FC houses would require that each of you would need 4 alts, assuming your Main is in a real FC and that these Fcs are for storage/personal use. Thats 16 Alts if you each wanted an FC house. Not everyone is gonna go through that effort. Don't forget to have them log on each alt, at least once a week or you'll lose your privileges!
If your fc is so small as to not have 4 members (That's 3 members, not even enough to sign the FC documents, )bthen you should be sharing a personal house. Doing this sort of thing would limit most hardcore players from expanding past 1 personal, 1 FC. Not completely, but would exponentially slow them down.
I'm not completely serious about this, since the real issue is house flipping, but eventually personal use FCs might need addressed.

My FC was formed nearly 3 years ago by a group of friends from outside the game and we have 14 members. But over time most of our members have stopped playing and although some of them come back briefly from time to time, right now we only have 3 members who regularly play, and at this exact moment in the quiet period before 3.3 we only have 1 active player, me. We have no interest in recruiting new people as this is a group of friends from outside the game that as mentioned above do occasionally come back at times.
We bought the FC house back whenever it was they made subdivisions (2.3?), but by your logic just because our current member count is < 4 we should give up the house? Sorry, but that's not happening.
Uhh... how is them sharing a personal house of any benefit to anyone over them using an FC house? If your fc is so small as to not have 4 members (That's 3 members, not even enough to sign the FC documents, )bthen you should be sharing a personal house. Doing this sort of thing would limit most hardcore players from expanding past 1 personal, 1 FC. Not completely, but would exponentially slow them down.

No you don't give up the house, you just lose your ability to garden and send out the airships. If you gain more members, your privileges are returned.
The only way you could lose your house is reclamation from being inactive.
You made the case that it would be hurting small FCs doing it this way. They by all means can purchase an FC house, but they wouldn't have access to the additional benefits of the FC (aside from private chambers.) So they might as well have a private house, is what I mean to say. You do have to circumvent the system to obtain it though.

Gardening isn't even a FC only perk... that's like saying a personal house without 3 tenants can't use the garden.
But there's no way that'd work. People would just create the number of alts that are needed to match whatever number you say. Heck right now I even have 4 separate accounts myself (so I can still use the workshop solo whilst the FC members are on a break).
I understand what you're trying to do, but trying to stop people with solo FC's (who let's face it have also had to spend that time to actually level them as well as make the money to buy the house) is only going to impact on small FCs. There's probably a lot more of them than you think, people won't want to give up their existing house/merge into a bigger FC because they'll lose what they already have (gardening for example is so limited, that's the only reason I have a personal house!)
Ah, I get you. I prefer small FCs so I don't agree.
Again, this isn't the core issue, it's just something to think about, if we do finally get house flipping under control and space problems, continue to arise.

House flipping and personal FCs are not the cause of the space problems; space problems are the cause of the space problems.
House flipping and personal FCs only cause ingrown hairs in no-no zones of people that wouldn't have got a house anyway, and need someone to blame for it.
