Not anymore. There is a reset every new raid tier caused by the new Alex story mode and crafted gear. The old raid gear is not the start gear for the next raid like it was during 2.x.

Raiding isn't diminished because of difficulty or lack of players, it's diminished because like everything else, it hasn't been elevated. It's the same formula as it was back in 2.0, only this time the story is up front for everyone, meaning the harder difficulty is a void mess except for a higher ilv piece of gear that really isn't worth the time, hate to put that out there but it's never been necessary to max ilv for any content in this game. Your true enemy is variety and it's also your only answer, if you want players to play and do this content, add more variety to the way it's developed and played, add new types of raids that aren't entirely PvE, spice up the format of the gear cycle, and then you'll see people wanting to raid more and play more actively across the board.

Yeah this game is lacking in pve. We need more horizontal content. The reason I don't raid anymore isn't because it is too hard,it's because 0 incentive. What am I going to do with the gear...redo the fights and kill it easier? Zzz. There is no other content and like someone said you don't need that gear to do anything else in the game...meh
Would a concept like the Raid(Savage) I described be a good incentive? Gear from midcore for use in hardcore. Hardcore gives non-stat boosting rewards that last forever.

Exactly why new game+ could never quite manage to become a thing in gaming. And without it, you lose all progress entirely when the credits roll. So it's kinda understandable why single player games are no longer being produced, it's a lose-lose thing either way.
MMO conditioning is simply amazing. But go on, this road just leads off topic. I'm just once again baffled.
