Question about fishing bait + gathering

I was doing the level 53 fisher quest last night, and the NPC gave me some Red Balloon bait. Then he says something along the lines of "if you need more, I'm sure you can ask a miner or botanist friend to dig more out for you" - so I'm thinking cool, I don't have to spend money/scrips to get bait since I have BTN/MIN up. Yet so far, no matter what guides or lists I've looked at, no fisher bait is available to gatherers. Am I blind or missing something? Or is the NPC just a liar?

If it is in fact true that the other gatherers can't get this bait, could these lines be removed? It seems very misleading otherwise.

I guess the quest was written before they actually remove Red Balloons to be gathered by Botanist (I'm assuming, since it's an insect), and just forgot to change the quest text.
This bait cannot be crafted nor gathered. It's only available in a shop in the Sea of Clouds and with blue scrips (50 for 50 scrips).

That's something you might want to report in the localization section. The localization team often respond in this section of the forum.
