It's because the reward is designed around the fact that you don't reach the 7th room all the time.

And thats where you are WRONG.
You can not "design" RNG outcome, thats why we have RNG (when used correctly).

To "design" a "not everytime reaching floor7" you should not use RNG because thats misusing it, RNG is to make somethng unpredictable and not to delay things!
