Because it's supposed to be a fun thing to do, something that gives a bit more incentive for players to run the dragonskin maps, aside from relic items or rare vanity materials from the chest? Getting to the 7th floor is comparable to getting lucky with the rewards from the treasure chest.
If they were to give players a 100% chance to reach the last floor, they'd have the reduce the rewards, else those rewards wouldn't be as valuable. (the items in the live letter looked like red scrip materials, with Yoshi stating that the last floor would have grade V materia)
It's also unrelated to the Palace of the Dead (Deep Dungeon) as that's a 3.35 feature, not 3.3.
