If you allow your house to be relinquished by the system for inactivity (By not entering the property for 45 days) then you will get 80% of the purchase price of the land.
The price of the house itself is not refunded but you are able to resell the house permit on the MB if you demolish just the house yourself and wait for the above mentioned.

If you chose to relinquish your plot, say today for example, you get nothing for it but a sudden sense of homelessness. If you do not visit your plot for 45 days (24*45 hours) the game will jimmy your lock, steal your couch, eat your food, and condemn your house. Then send you a nice little land owner repo check worth 80% of what you paid. I.E. 80% of about 2 million for a small plot. Don't worry though, you can get your couch back from the housing guy. He's an honest repo man.

I should note that is for relinquishing a house and plot. You can't relinquish a house, only change the structure.
That said, I'm not sure why you don't get that same 80% back for demo-ing your house yourself... I feel like that might seriously help to reduce the impact of house flipping.
I can only imagine that it has to do with the fact that dumping your house is a choice where as losing it in time might be due to circumstances outside a players control.
Just a reminder though, the housing auto-demolish timer is currently disabled and they haven't said yet when it's getting reactivated so right now it's not possible to wait/get the money anyway (and when they do reactivate it, it'll probably start everyone from 45 days and the patch is before 45 days so...)
