'The Sea Of Clouds' Aether Current Glitch?

So I've been having some problems figuring out 'why' I still can't fly in 'The Sea Of Clouds'. I've gotten all the field aether sites and completely all the quest according to my journal but on my aether log in game I'm still missing a quest. The little yellow icon that marks what you still need and one of those is still red. Any advice would be great.

Flying the Nest 'Complete'
Sleepless in Ok' Zundu 'Complete'
Honoring the Past 'Complete'
Clipped Wings 'Complete'
Bolt, Chain, and Island ' Complete'

I'm clearly missing something but I can't figure out what. Please help.

Did you complete "Honoring the Past" before 3.1?

3.1 moved one of the Sea of Clouds quest aether currents to the quest "Honoring the Past", instead of "Search and Rescue" which is a quest that's unlocked after completing "Honoring the Past"
You can try picking up "Search and Rescue" in Ishgard (The Pillars, 11,10) and see if that one has the aether current as reward.
