To answer Cndarians question, it's a point of status and fullfills the need to be "up to date" with the in crowd of the MMO in question. This is pretty standard across a lot of MMOs today and is a part of the whole motivation to get better gear.

Also, when the community is promoting doing EX mode primals and sets gear requirements to high levels that also facilitates a need to get high level tome gear.
