Those aren't playable races, so their naming conventions aren't in the random name generator. It's likely that NPC names use the same character encoding as the rest of the dialogue (because the lore team names responsibly), whereas player names use a far more limited one in order to prevent players from using numbers and special characters like &$@!+ in their names (immersion?). As I said, "-" was likely an oversight.
