I'm wondering if it would be possible to have a double click function for hotbars in order to reduce button bloat. What we could do is have a single click for one skill and double click for another skill behind that one.

We already have this. It's called macros. But seriously, everyone I know who plays this game are button spammers. That's a hard habit to break.
The issue with a macro is that you can't queue them. It would be an adjustment to get out of the habit of button mashing I agree. What I'm envisioning would give us more flexibility than just a macro. A BLM, for example, could have a set up that lets it cast fire 1 with a single click for its first hobar button and cast fire 2 by double clicking the same button. You could use this to have different combos on the same hotbar slots and free up a significant amount of space. Now, I'm not certain what kind of obstacles would come up from the coding or latency side of the equation, but I think it could be worth exploring.
I like button mashing. If something like this goes live, please only optional. I like it as it is now.
It would have the limitation that you couldn't see the icon for the second skill, so would lose some visibility to cooldowns, procs, and whether it's even enabled. But if you're careful about what you put on those secondary hidden slots, it could still be a useful way of fitting more skills onto a limited number of buttons.
