I'm not crying out saying they are the worst thing since *insert random bad thing*. I just find that stuff really annoying and was wondering if there was a way to turn it off.
If I remember correctly, Halatali HM has quite a few text bubbles that appear as you move from battlefield to battlefield, which is loaded with nothing but banter, no useful info. So that could be one of the dungeons the Op is talking about, I know there are more but can't quite remember them besides others like guildhests and Steps.
The last two I just mentioned is one of fhe reason I wouldn't want a option to turn it off though. Usually, as someone mentioned, these bubbles have a hint or clue to give you on what's needed, or in Steps of Faiths case, flat out tell you what you need to do to proceed, so it's not a really good idea to get rid of them all together.
There could be a option on the HUD menu that may let you shrink them at least? Not on my system at the moment to see myself, but something to look into.
I think Behemoth opens up text box before casting meteor.
Another one is The Steps of Faith where the NPC's tell you what you need to do and at what time to complete the trial (which I suspect everyone ignores)

I think the chat bubbles could be improved - half the time they are so quick, you cannot read what they say anyway, and ironically a lot of the time this is for the best, as the info given in the chat bubble is wrong.
I've been doing a few mentor roulettes recently, and quite often get thrown in the low level guildhests. One of them you go through a few gates then kill a toad at the end, the chat says how you must ignore the toad and focus on the adds, which is nonsense, if you just attack the toad it dies before any adds show up anyway. And same for Under the Armor (?) the chat says about intercepting the skeletons or something, none of which do any significant damage, you just attack the boss and it dies
Only because of the huge gap in stats between synced characters in blue/green/purple gear and the new players in NQ gear that they were tuned for. Guildhests are designed to teach basic dungeon mechanics without the full length of an actual dungeon. If you exclude the mechanics that it's trying to explain to you, that sort of eliminates the point of the hest. With overleveled overgeared players it's often possible, and even easier, to just burn through the boss ignoring all the mechanics involved, but if there are any new players there it's worth doing the full thing anyway, if only to show what the full thing consists of. (I sort of wish SE would fix the level-sync so we'd actually be closer to the normal level that duties were designed for, so that mechanics remained relevant rather than every single fight turning into a mindless burn the boss race. But then if they did that, people would probably complain that gear upgrades become useless.)

The in-duty NPC chat is only one example of a broader problem. There are a lot of notification messages of various sorts that pop up in the center of the screen and which aren't controllable. I think the windows for all types of pop-up messages should be configurable through HUD layout, whether that's this chat, or the messages of items you gather, or notifiations when your retainer sells something, or the huge message when you enter a FATE area, or accept a Levequest, or whatever. We should have the same options for all of these sorts of things that we do for other HUD elements: the ability to show or hide them, move them, and resize them.
lol so I am taking it that "No" I can't remove or decrease the size of the chat bubbles I was describing
