Daylight Savings Time breaks Server Time

Time: When Daylight Savings is in effect
World name: Hyperion
Character name: Laraul Lunacy
Steps:
1. You will need two PCs. One PC should have it's location and timezone set to Japan and the other should have it's location set to the U.S. West Coast. Make sure "Daylight Savings" is enabled and active on the PC in the United States.
2. Login to same server on each machine.
3. From the character configuration screen, set the "clock type" to "Server Time" on each client and compare the two. Notice the Server Time DOES NOT MATCH.
