I don't think give players such kind of power is not good idea. You know how the community is. They can just report a innocent player.

Not all of the community are like that though & those who behave that way aren't really part of the "community". Being part of a community involves working to better the experience for everyone, that is what a "Community Mentor" (or whatever name it would be) is for.
