Those are pre-made animations rather than simulated physics, the game is just very smart about how it uses them.
If they'd also allow long beards, especially Billy Gibbons-style beards, then I'd be cool with cloth physics. Sorry if that didn't make any sense.
I don't think FFXV or what ever looks better than FFXIV honestly. And I might be alone in this but I think XV or whatever looks like crap, for a game that's been in the making for 10 years... it should look better than Uncharted 4. And it doesn't even come close to FFXIV honestly. With that said, it would be nice but I think impossible to have more animation in the clothes. Mostly due to the size of XIV. That and any upgrade might have make them rework the engine from the ground up. I dunno tho.
Would it be possible to have this implemented for just our character? We see our own character way more than we see other people's, and personally I could care less if someone else's sleeve is fluttering in the wind, but since I will always being seeing my own armor, it would be nice to see it be a bit more... alive?
You just said it yourself - TEN YEARS! That means that at least some of the design or system is a decade old. That's one of the issues with FFXIV too in my opinion, it's using an engine that's from 2007 (Crystal Tools) which itself began creation in 2005 for FFXIV on DX 9.0c.
FFXV was going to be on the same engine but is now on Luminous Studio - a DX11 based system from 2012. It'll still, theoretically, be graphically 5 years old at release.
Uncharted 4 is built on Naughty Dog's own engine which is constantly updated to take advantage of every new technology available. Therefore, Uncharted 4 has graphics & an engine that are less than a year old. It will always look better than FFXV & FFXIV which are 5 & 11 years old respectively.
PSO2 is an older game that has cloth and hair physics that surpass FFXIV's. Online lobbies holds crowds of players without melting PCs. I wonder if the dev team can make it an option at the very least after they drop PS3 support.
Not ten years XV and Vesus XIII aren't even the same game anymore. Plus they've just now recently patented a new graphics engine for the game so it might look better. plus with XIV's stock animations versus (lol) XV's mocap there's no way it looks better.I don't think FFXV or what ever looks better than FFXIV honestly. ?
In all seriousness, we can only get as much physics as the engine allows, and being an MMO, I don't see it being all that intensive due to the fact that all of the data has to be sent from the server to the player, and having too much physics code will slow the game down for everyone. Clever animations are a good cheat for this, and that is likely what we will get for now.

You ask for physics and all I can think of is:
