Help understanding the new skills?

I've got all crafters up to level 55 now, so I'm hoping there's no new surprises (I'm not sure what I want to do with specialist yet). So...

Byregot's Brow: non-crossclass version of Blessing, I guess? I'm still using Blessing.
Precise Touch: use if I have surplus CP, otherwise ToT?
Name of [Element]: Haven't seen any aspected leveling recipes yet to try this on.
Maker's Mark: From what I've used seems nice, assuming RNG doesn't hate me. Crossclassable too? Should I?
[CUL 54 one, the name escapes me]: Discount version of Piece by Piece? I admit I never used Piece by Piece much.

Overall I'm not very fond of leveling crafts in HW at the moment, although I'm still going to level crafters anyway. I don't know if this changes any once I get better geared and once I get to level 60, but if nothing else I can make my own music rolls and help friends out, anyway.

Also... my apologies if I seem n00bish. Crafting's been a nice side project for me, but I don't make money or any of that stuff off of it, so I don't know the ins and outs like real crafters do.

• Brow - the only time I use it is in macros, to prevent a poor condition on Blessing (Brow only activates on Good/Excellent, so I have it the step before Blessing)
• Precise Touch - I use the crap out of it, essential for top level crafting
• Name of [Element] - does not require aspected recipes, with zero progress your Brand of [Element] will do 2.5x the progress of a CSII
• Maker's Mark - Don't bother unless you are doing 2-star or higher, it lasts 1 step for every 100 progress required, rounded up
• Muscle Memory - Step 1 only PbP, 100% success for 6 CP, junk on low-mid, junk on top tier, decent in between

Im doing these from memory and in need of a nap, so if im a little off i apologize.

Brow - Lesser non-crossed version of blessing. Not super useful if you have leveled carp already.
Precise - Use if you can afford it. When it works, it gives you 2 steps of IQ and a little quality.
Names - My understanding is that these give your current recipe the proper elemental tag for the next 5 steps, letting you brand for a step or two of big progress.
Makers - Use if you like. Its most useful on the harder recipes, but if you like to start with some bonus progress(and have 2 open cross slots) feel free.
Muscle - Taru covered it. Just a way to get a head-start on your progress. Use if you like.
