SE is well aware of the potential for abuse and misuse, as it has been elsewhere, so with that example in mind, the devs have chosen not to give players excuses for, or to enable, toxic behaviour.

So, that's a "no" because you believe it is your job to complain to another player about numbers they can see themselves.
