I hope they will realize a parser is needed for one to improve properly, as it provides the right tools and feedback.
The gap widening isn't solely "bad" players.

Ping/latency is a real issue. if you're losing 10-15% dps at around 200ms and the "best" is 1000dps, then you'll prob do 850-900 max. Not such a huge gap.
move onto SB, when the dps is 5000+ now you're losing 500-750dps, and that's HUGE.

this is actually one of the main reasons I don't ever expect to see a parser, as much as I'd like one. It would make the problem far too obvious.

I agree that latency can be a problem, though I doubt it would be a 10% dps loss, unless you're clipping every GCD or have packets loss.
It may affect the DPS to some extent, but I don't think I can be used to justify the DPS gap we currently between a good player and the average dps in a 24 man raid for instance.

Latency doesn't have anywhere near that big of an impact on DPS. I used to play on PS4 with 300ms+ and I was part of a speed killing group during Creator. Unless you're shooting for 99th percentile, high DPS is very achievable even with high ping, as active time and cooldown optimization matter much more for your numbers.
