Why isn't the snagging skill a passive skill since to my knowledge there is zero downside to having it turned on and it costs zero GP to turn on, instant cast too. It seems bit odd to force players to turn it on themselves manually whenever they switch to fisher or when log in on fisher given it could just as easily be a passive (always on) skill without any negative effects. I don't think I have come across any fish that having snagging on prevented me from catching them.

If you're trying to catch something that doesn't require snagging, but there's clams or coral or something that requires snagging in the same fishing hole, you're decreasing your chances of catching it per cast by having snagging on. Also, wyvern skin maps.

As Deathgiver pointed out, there is VERY MUCH a downside to having it on. If you're not after the things you need snagging for, having it on just reduces the chances that you'll get the things you want to catch. Catching worthless maps by accident is just one example, when you'd actually like to spend your daily map catch on a Dragonskin map. There's also Magma Trees, a real nuisance when you're trying to catch rare fish like the Lavalord.

Yeah, specifically when fishing for Pterodactyls, last thing you want to pull in is more and more coral.
