How often do houses pop up for sale? Or is it something that probably won't be available until they offer more?

Rarely, but they do have a slim chance of popping up.

Check your servers Party Finder, most people seem to use that when selling their house. I even see people selling their FC / house in a combo. At least on my server they do that. I've seen Small houses go for 3 mill to 18 mill (yea that guy is still trying to sell it lolz). Just have to keep an eye out till the right price comes along!

Existing houses go back up for sale when someone relinquishes their house, which seldom happens since there's no incentive to do so. (Players cannot actually sell houses to each other. If people are offering to "sell" a house, it really just means they'll relinquish it if someone pays them to. Once they relinquish it, you'd then have a chance to buy it from the game. We've gotten a lot of mixed messages regarding whether this is even allowed under the game's TOS, largely because hoarding plots for the purpose of reselling them this way is not allowed.)

For a while, houses were also going up for sale when their owner hadn't been there for 45 days. SE put a temporary hold on that reclamation feature due to a major earthquake, but I'm not sure when it will be back in place. (A couple weeks ago, they said they were going to halt it for a couple weeks and then re-assess.)

Your best chance of being able to get a house, though, is when more are added to the game. They're talking about adding new wards in Ishgard as well as adding new apartment-style housing (which from the descriptions, seems to be the FC house's personal rooms feature opened up to those who aren't in an FC with a house).

To even be eligible to get a house, there are requirements you need to meet:
For a personal house, you need to be at least level 50 and 2nd Lieutenant in your GC.
For an FC house, your FC needs to be at least rank 6.
