Because it doesn't make much of a difference. The pot is a bigger damage bonus, you're fairly limited in the number of Bloodletters you can use before your exit Jaws anyway, and the difference in your odds of getting a proc (assuming you can use it), particularly with Battle Litany active, isn't that substantial.

You can even shuffle the first skills around, put your DoTs up before you even Straight Shot, and get a small gain out of the deal. At least, that was the case with IR first then Pot, may or may not work if you're going Pot first.
