The patch is out in a week. They would have told us by now if there were any plans to limit the new houses to FCs, or people without houses on alts, or anything like that.
I'm glad they aren't doing this. I've seen quite a few people trying to set up FC with just themselves or them +1 other player. I feel for the FCs who are trying to grow, but they should not limit availability.
They would still be blocked by this suggestion because they haven't been around for over 6 months.

My FC had been essentially just me and my brother with a few spare friends to help here and there, but mostly us two. We worked our butts off, got to rank 8. I originally bought a medium house in Mist and shared with with him and our two friends from the FC as our rank wasn't high enough to buy a FC house. By the time it was we had enough saved for an additional Cottage to serve as our official FC house.
I agree with you, and speak from experience. We spent a loooooooong time (been playing since release day) busting our butts and saving our gil. It may not *SEEM* fair, but those who cry unfair usually aren't the ones who know what it's like to really save every penny and work hard WHILE maintaining functional real lives.
I agree. It happens here and other MMOs where people create their own guild to stop being constantly harassed by random guild invites.
