Complexity/Sensory Overload

If you worry about skill bloat then start using them bars and them macros. At least on PC with a controller I have 8 bars with 16 possible actions. I only ever use at most 1.5.

But would you expect the average player to use macros in order to access all of their skills properly? Should there be a need for the average player to delve into macro territory just to play the game normally?
