Are you hearing yourself right now? You're actually suggesting that people spend their own real money to server hop on the chance that there could be open plots available. This is not even close to a viable suggestion. Even if you were 100% guaranteed to get plot when you transferred servers, the idea of needing to spend more real life money to get a feature that should already be available is ludicrous.

Now, assuming you're not a legacy player, you spend $15 a month on sub for this game. What's another one-time fee of $18 to get open plots? We have tons of housing as I'm sure other small severs do as well. If you don't want to spend money you can also make a new character to mess around with the house features. A small is only about 1M on our server so it doesn't take long to get with all the money you get from the main storyline.
