Yeah. Otherwise Gold Saucer wouldn't exist in Erozia cannon either.
It's well known that the crazy events around the Manderville's are just to damn far fetched to be believed, let alone swallowed in one gulp. Kind of like that guy who ends up going through the most insane chain of events to save all of humanity. Only in the end nobody will ever know about it and no one will ever believe the story about it. That NPC in the current side story felt like he stepped out of reality into something else. He's just there to witness things that do happen but nobody will ever believe it could happen. Since he's unaccustomed to it, its like insanity seeing your reality is nothing but the surface of something far more complex. Thus the Warrior of Light is "Meh.. Just another day of Hildy's tomfoolery".
With Greg, the whole thing with Enkidu (in the greater Erozea) was wrapped up quickly so there was no need to raise the alarm in the end. Also the warrior of light was there so no one will ever look at the report again if it was made. Godbert seems to be a mainstay of the Christmas event like some of the stories seem based on his anonymous charity work. The pumkin head NPC in Halloween seems to be real. Like everything else nobody is aware of the imps or that NPC or the event being part of something more complex. You are there because some how you're dragged into it like everything else.

Probably like the Shantoto or Dragon Quest events. Someone needs our help to catch a bunch of roaming ghosts accidentally summoned. We then need to Fate farm tokens to get the event items like the Lightning Returns event. All while wearing that bracelet that looks like a Yokai watch.

Funny enough, I was going to call it the Manderville Bubble until I thought better of it. Godbert just treads the line too well. He's officially a syndicate member, so we know he exists. And yet the Gold Saucer is never spoken of outside of the Saucer itself, story arcs related to it, or holiday events. It's like the Fight Club of Eorzea. Assuming Hildibrand Bubbles exist outside of my own way of making sense of the world, the edges of Godbert's are a little too clean to run a highlighter over.
As a crack-pot add-on to my headcanon, I like to assume that Godbert is actually a hoax perpetrated by Rowena because she's had that syndicate seat for years. It explains everything that his mastery of goldsmithing cannot (albeit with a tongue in cheek, at times), especially why he joined Lolorito in turning the Domans away when he's the type of person who becomes the Saint of Nymeia on holidays: Rowena wanted them at the Toll, where they could do more good than putting Ul'dah under further stress. The only problem there is that there are further jokes that Rowena (technically being an Ul'dahn at various points in her life) might claim Teledji's seat...
