Duels and a Novice Network style channel would be really nice IMO... A Hall of the Novice style thing for PvP would be OK, but I don't think it's ideal for the same reason I think those Wolves' Den Pier dummies are worthless...

The Novice Network is already a thing, so adapting that into a PvP version shouldn't be too hard... Firstly lets have a Mentor Crown style icon for everyone, perhaps your Grand Company flag with your PvP Rank on it... That lets you know from a glance that someone is into PvP... Throw in a PvP Mentor style version, so we have someone to invite new PvPers into the channel (since I imagine we'd have the same issue with RMT). Then we've got a universal channel for new players to join, we just need a tutorial... That's where Duels come into it... What better way to learn, after all... Anyone who has that PvP icon next to their name is someone who can be dueled, no major concerns about harassment if it's an option like that, and new players can actually practice against a living opponent. That dummy is worthless for this, if you're a DPS the dummy doesn't try to get away from you, it doesn't try to crowd control you or pop defensive cooldowns and self heals, and if you're a healer then the thing is completely and utterly worthless... A duel, as practice, is a far better PvP tutorial than anything SE could ever hope to script...
