The system isn't broken though. It's working quite well for the other 99% of players who use it daily. If however, it isn't working the way you'd like it to, then do as suggested: "go in with a premade." Then you don't have to worry about it anymore. If you can't be bothered to do so.. all we can say is "suck it up and just use DF."
Do we need a new thread about this every single day? Jeez.
It clearly isn't because this is still something I see happen a lot.the 30 mins penalty isn't mean to be a punishment for ruining 30-40 mins of your day, it's meant to stop people from spamming DF until they get what they want, and it's doing that job properly.

Keyword: spam.
Before this penalty was added, what do you think happened? People would queue, get something they don't want, leave, queue, leave, queue, leave, repeat until they got something they wanted.
Now? Queue, get something bad, maybe leave or suck it up, if leave gotta wait 30 mins instead of queueing 30 times ruining 30 other parties.
That's why the penalty was added, and it's preventing it very well, I doubt anyone would queue 30 times and take the penalty 30 times.
Crystal Tower queue:
"Duty Commence Ready"
"A player has withdrawn. Finding new member."
"Duty Commence Ready"
"A player has withdrawn. Finding new member."
"Duty Commence Ready"

Never Forget.
As someone who mains a dps class, I get the pain of someone screwing you out of a que.
But as a few people have pointed out, this issue has been debated back and forth since the game launched. The main issue I see with increasing the penalty for leaving is the effects it will have on players leaving for completely legitimate reasons. As infuriating as it is when a tank leaves just because they don't like dungeon X, it's not fair to impose a ludicrous penalty on any player who happens to leave during an instance. There's just no reliable and effective way to gauge the reason why a person left without intruding on their privacy.
For the most part, I think the 30 minute penalty is pretty fair to everyone involved as it's a tolerable penalty for people leaving for legitimate reasons and a sufficient penalty to prevent people from dungeon spamming like they used to do after 2.0 launch. Trust me, however bad it is now is still worlds better than it was at launch.

How about this - no tome/experience reward unless you finish the first dungeon in the roulette you enter on a given day. If you enter and drop first or are kicked for any reason you lose the daily bonus.
To make up for people being trolled/real emergencies then also add an extra bonus if you queue for and complete an in-progress dungeon.

Longer lockouts won't work. People will just DC to get booted. Unless you want to give a 12 hour lockout to people that DC too. In the end it's pointless, the system as it is probably can't recognize someone who is dcing on purpose vs. a legitimate dc.
Only way to really fix this is to make the stuff that people keep dropping out of it less annoying. I mean it won't fix it completely, people still leave certain things (Steps of Faith) even though it got nerfed but most people stay and get it done without issue instead of domino effect leaving pre-nerf when people got it for Trials Roulette.

12 hour lockout is not ever going to happen and I do not feel like its needed. I rarely find ppl leaving at the start on my data center. Does it happen yea, is it a major inconvenience for the other party members? absolutely, 30 min lockout is more than enough time. Just do something while you wait.
