Because, in ARR, the only way you shouldn't have the required ilvl and had to rely on an "average party ilvl" would be because you skipped content. Why would you defend skipping content ?

I forgot to mention that the unsync opion should be locked behind the completion of a duty.

If so, what's the point ? If it's not to carry first timers, why do you want that option for unscyned parties ?
