Yoshi P in an interview a while ago said he envisioned sam as a lightly armored melee dps dressed like this:

Rather than this:

That being said however, they were originally developing samurai as the tank class for heavensward, I don't expect them to have suddenly scrapped that design since they simply chose drk instead. if I had to guess, the design for samurai tank was at some point of completion and is probably being completed for whenever we get it. While I do believe it could go either way, I strongly suspect we'll get it as a tank because it was originally meant to be the tank in HW.
It's most likely gonna be a DPS while they define the current tanks we have a lil more.
I just hope they have some sort of garuntee do crit move... something like Iai Strike

And that skill is callled -Gil Toss! Most likely will be a DPS, if you think about the two new jobs, if samurai being one and you look at the current jobs and balance in loot sharing check this out: 3 lot of vit gear, 3 lot on mind gear, 2 lot on STR gear, 3 lot on Dex gear, 2 lot on Int gear... the sensible balance would be a str based job and a int based one.....Samurai looks pretty promising as a str based one to me....

For normal content, you'll never have more than 2 tanks rolling against each other on VIT accessories. Therefore, the game can accommodate any number of VIT tanks. Also, there's STR on Tank gear...And that skill is callled -Gil Toss! My DRK will laugh if Samurai becomes a DPS and it's main gimmick is sacrificing HP for more attack power. Or if they go the whole MT is PLD/DRk and OT is WAR/SAM road.
Either way it will be interesting.
I think Tank role just need to be more creative in their weapons of choice.
Right now the general concept is that Sword user = Tank Job
That is a little unimaginative and is part of the problem with keeping the Tank Population up. There is more to gameplay than just how a class functions but also what kind visual appeal it can provide that makes it stand out more.
If SAM goes Tank then it is just another Sword user for Tank Job with a slightly different function.
What we need to make Tank Jobs more creative is not to keep Slapping all Sword Users into tank job for that "Ooooo!!! ahhhhh!! I am a Knight in Shiny Armor of the group that takes damage for the team" but to give more choices in Weapons that can be used to inspire new gameplay mechanics.
For example, a Two-handed Hammer as a Tank Job's weapon can go for a more debuff type Tank with this Hammer Job combos debuffing enemies so they perform less damage on the tank or their target. It would also introduce a blunt damage Tank Job with skills focused on smashing and breaking enemy's defense and attacks through debuffs.

I would actually love it if they made a Berserkr job stone for MRD that changed all their abilities to be non-tank friendly, while giving them a two-handed great hammer. I love hammers!
As for tank, maybe Viking? I just don't see us getting that job anytime soon to be honest. I would also like to see a Beastmaster job wield 1-2 one-handed axes. Would love to see it as a tank as well, but might be really hard to work out.
Honestly, it's really hard to come up with ideas for tanks in general. The options are really limited, which is one reason I think not having a samurai tank(regardless if they also have a sam dps) would be a little bit of a waste, considering how tanky they can appear.
The weapon type does not dictate in any way what kind of abilities and attacks a job can have. A Samurai is very different than a Knight. Your idea of a hammer wielder has less uniqueness to me than a Samurai which has a very distinct look to it. A Samurai could be just as debuff focused as some guy with a big warhammer if they wanted to.What we need to make Tank Jobs more creative is not to keep Slapping all Sword Users into tank job for that "Ooooo!!! ahhhhh!! You also need to consider they're usually adding jobs that fulfill Final Fantasy iconic jobs. There is no iconic (nor requested) job that uses hammers, and most that can use hammers in some form are even more unimaginative than what you're trying to call SAM. If they throw in a new tank that deals blunt damage it throws off a lot of synergy the game already has. Keeping the tanks as slashing damage is actually a smart move from a design standpoint and helps with SE's focus on making every combination viable.
That is not a smart move because it limits them on what they can have as a Tank to a small margin of classes that can only use swords or axes or whatever weapon that cause slash damage only. This synergy you call it is nothing more than a limit so they don't have to go outside the norm they just setup. It also has a limit to how many veriation they can have before it is just a repeat of the samething with just slight change such as how Dark Knight ended up being a damage mitigation Job like Paladin while warrior remains it own gameplay as a HP focused Tank.
Hammer also has been used by 2 well known Jobs being Berserker and Viking in FF games
