Suggestion: How to Implement Flight in 2.x Areas Without Delaying Expansion

I imagine if/when they add flight to 2.0 areas they will likely expand the smaller zones so that new areas (with higher level content) are reachable via flight. Incorporating actual content would help justify adding flight to those zones.
