Question about multi platform play

Hi all!
I started playing on PS4 with the demo, fell in love, and bought it for ps4.... is there a way for me to buy a license for PC, and swap back and forth from PC to PS4 depending on where I am? sometimes I go out of town for work and have a laptop that will handle this game easily... so if I paid for a PC license and tied it to this account, would I have access to my PS4 character? or would it essentially be a fresh account?

Yep, sure is! You'll log into the same account and play the same character on both PS4 and PC!

As a note, your hotbars and gear sets WILL NOT SYNC. be sure to keep them up to date on both platforms and be prepared to spend time resetting each set

Yeah, they're stored locally on your machine. I know the PC launcher has an option to export/import for use on different PCs. No idea about the PS4 in this regard.

As someone who uses both PS4 and PC I can confirm this is not available from PS4 to PC or vice versa. Wish it was as it would make my life a bit easier when swapping machines.

Besides hotbars and gear sets that were already mentioned, your macros, HUD layout, and Triple Triad decks are also stored locally on each machine. (TT cards themselves are kept server-side and available from any platform, but your choices of which groups to use as a five-card deck aren't.) I think all the options under "Character Settings" are local as well, but I'm not positive on that part.

Gear sets seem to be the most annoying though (at least to me), since they tend to change the most often. I really wish SE stored our gear sets on the servers with the rest of our character info, so we could access them from any platform.

You and me both. I swap regularly between the two consoles and it gets annoying to constantly have to update them. The HUD is a minor inconvenience as it's easy to update and it rarely changes unless you start experimenting with new layouts.

At least the gear set thing should be essentially trivialized by the upcoming recommended gear feature.
