Is it? Not always. There's quite a lot of people who are rather keen on the idea of some gear being restricted to specific genders or races. One would think those pushing for 'equality' would acknowledge that it's absolutely fine for that to be the case instead of using socio-political issues and threats to strong arm developers into doing what they want.
As another poster said, YoshiP has taken deep consideration into the crossdressing deal. Not right at this moment but eventually. Just like the same-sex marriage options and gender neutral items being converted in this game gradually. It's a deeply obvious pattern of what has a distinct possibility of coming to fruition.
Them's the facts stated of a very apparent pattern, not an opinion.
If you don't want to dress or roll your character a certain way, you can! There's no fault in your personal preference, do what your Lala self likes to do. No one is telling you otherwise. But the idea of people wanting to present themselves the way they see fit shouldn't cause an uproar for those who won't even be using the option in the first place. It's as silly as complaining over some stripper giving you a lapdance in a club being a communist. What they do isn't effecting you negatively in any sort of way.

I can understand restricting race specific gear and armor classes like light/heavy, but anything else is kind of goofy. I see no agenda pushing in the OP, and crossdressing detracts nothing. The fact it isn't in fully doesn't stop pink skirt wearing Roe men with makeup caked faces prancing around. Hell, if we're gonna restrict stuff, we may as well complain about all the catgirls who tank in a bikini, because god knows it's impractical and stupid looking enough.
I don't know why it's such a big deal to most people and why they have to fling their arms up and scream "SJW!" like some boogieman is coming to ruin their game. In this case it's nothing to do with agenda pushing and more "hey this item looks great, but I can't use it because a stupid reason". Like the expeditioner's coat or whatever. I'd rather have that than the short shirt with the long fringe thing that's prone to clipping. But since my char is female, I'm SOL. Besides Japan is no stranger to crossdressing. Yaro-kabuki, the otokonoko trend, the hyper masculine transvestites.
One thing should be added that may not be obvious to people...
A lot of the gear that is being added in patches may have been designed and finished many months ago... Meaning what you see being added as genderlocked in one patch right after they talked about reducing that, was made before that was said...
I support keeping genderlocked sets btw. Maybe it can be reduced, but I care a lot about being able to see if a character is male of female based on which gearset they're using.
Genderlocked gear sets should have the other gender equivalent though, so that equal amounts of gear is added.
I'm ok having more choices, yet I wouldn't implement them all, not the full dressings at least.
They will spend a lot of time making them accessible to Roegadyn males and stuff! For Lala-males it will be easy, but not the rest D:

Inclusion and diversity are great things. Being a supporter to defend people that might feel they are under represented is great too.
Maybe someone can explain to me though... This game, you can play as any gender you want. But specifically people want to cross dress. Are those the people that are campaigning for this? Having experienced WoW and other MMOs that have completely gender unlocked clothes... It seemed trolls always outnumbered the actual people wanting to cross dress as something they identified with. And people like to do unusual things for attention is a method to troll. Doing something "not allowed" is one way to do that. Maybe it would be a non-issue if they were just unlocked at the start. I guess I just seem to see the gender locked clothing come up a lot, and it just seems larger than the group who might actually "care" about doing it.
I fully support the people that want to dress that way because that's how they identify. However, are they going to get what they want once it's unlocked? It kind of loses it's value if people are doing it to troll everyone and I just am concerned it could cause worry for people actually wanting to just dress up how they want. I personally think the concept that fashion can be "male" or "female" is kind of silly... as they are just clothes.... I mean, sure underwear benefits from um...different pockets and pouches that correspond to biology but beyond that of course.
If it does all get unlocked, I just hope its for the people that want it for style and not trolling. As long as it doesn't turn into a new way of harassment for the people that actually care about it, then great.
